The Office of Workforce Strategy’s (OWS) mission is to ensure all individuals, regardless of background, have a seamless and supported pathway from education and training to a good job, and that every business has the talent they need to innovate and thrive.

OWS is an executive branch agency that serves as the staff to the Governor’s Workforce Council and provides strategic guidance on workforce initiatives and investments across the state.

Regional Sector Partnerships (RSPs) bring employers from specific industries within a region together to collectively address workforce needs and align education and training programs with real-world requirements.

Connecticut currently has 14 Regional Sector Partnerships, with 500+ employers participating, in manufacturing, healthcare, IT, bioscience, and more.

Setting Strategy for Connecticut's Workforce

The Governor’s Workforce Council (GWC) is made up of state leaders from business, government, education, unions, and community-based organizations. The GWC is tasked with setting strategy and policy for Connecticut’s Pre-K through retirement workforce pipeline and serves as the primary coordinator for all key stakeholders involved in workforce development.

In doing so, the GWC ensures that Connecticut maintains the most accessible, equitable, aligned, and high-quality talent pipeline in the country, ensuring our workforce has the skills to meet the needs of the 21st-century economy.

Engaging employers in identifying workforce needs and collaborating with government, K-12, higher education and community-based organizations to develop talent through work-based learning opportunities.

Expand Access to Employment

Intentionally investing in all communities to enable individuals to overcome barriers to participation and fulfill their education, training and employment goals.

Sector-Based Training

Upskilling and reskilling individuals through short-term and incumbent worker training to align the skills needs of high-growth industries with the interests of individual workers.
